The legal basis for awarding teaching assignments is Section 43 of the Higher Education Act (HG). According to this provision, adjunct lecturers may be employed in the departments to cover teaching needs not met by full-time staff. They carry out their teaching duties independently. A teaching assignment constitutes a special type of public-law legal relationship and does not establish an employment or service relationship.
Adjunct lecturers must be suitable to carry out the teaching assignment and, in particular, must possess the required subject-specific and pedagogical qualifications.
